Matters Arising
Torridgeside v Boca Seniors:- Torridgeside’s home match on 22nd September was not played due to Torridgeside failing to raise a side. The appropriate fine was issued to Torridgeside but they have requested to protest the decision and it was heard by the management committee. Statements from both teams had been collected and Torridgeside have paid the £10 deposit as per league rules. The Committee was briefed in full and given the full account of what both teams have put forward and the conversations taken place with the League Secretary. It was the decision of the committee that the league rule for failing to raise a side will stand. Torridgeside to be fined £25 and will be deducted 3 points, the match to be awarded to Boca Seniors. The request for a rescheduled match was declined. As the league rule stated that deposit of £10 can be refunded if the protest did have merit, the committee has decided to refund in full the £10 protest deposit on this occasion.
Premier Division Facilities:- The chairman pointed out to the committee that it is his intention to visit all Premier Division Clubs to inspect their facilities in accordance with the League Rules.
Correspondence Received
Putford FC:- Received an email from Putford on 6th August 2009 with reference to a problem getting power to their new changing rooms as the electrician had just advised them that the generator was not fit for purpose. They were going to ring Western Power to get them out asap to advise what is best. I ask Putford to keep me informed.
Putford emailed again on 3rd September 2009 to advise they are altering their cabins to use the generator as Western Power would take to long to get the work started. It’s costing Putford £2009.97 to have this generator in place. It may not be ready for their first game against Hartland on Wednesday but it will be ready for the next home game.
The committee agreed to give Putford until the 19th September to have their changing rooms fully working as they will be visited by the League Chairman to make sure they have complied with the committee’s ruling.
Cornwall FA:- Email sent to Barry Cudmore Cornwall FA asking for permission for our 3 Cornish clubs (Morwenstow FC, Bude Town FC, Kilkhampton FC) to play in our league this season. The permission was granted by Cornwall FA.
Community Directory:- Email sent Kate Cooper with reference to the secretaries’ details they requested for the community directory.
League Handbook:- Received an email from Tony Butler offering his services to produce the league handbook. Informed Tony we no longer print a handbook and all details are now on our website.
Mortehoe FC:- Email received from Mortehoe requesting information for changing their club name to Woolacombe & Mortehoe FC. Advised them to contact Devon FA because they deal with the Clubs Affiliation.
Park United FC:- Email received requesting permission for a change of kit colour as they have a new sponsor. Told them to contact Mark Burley at Devon FA and if they are happy with it then we will alter our details for their kit colour. Permission was granted from Devon FA.
League Business
Referee Changing Facilities:- All member clubs were emailed to remind them of the rules regarding all clubs having to have a separate changing and showering facility. So far only Anchor FC have come forward and contacted Torridge District Council who advised Anchor FC as this is a League Rule and not an FA Rule they are obliged to deal with their request and all money is already allocated for other facilities. Anchor FC have now moved pitch to Rock Park in Barnstaple. To date no other club has come forward to say they have a problem with this ruling.
Email Issues:- All member clubs were emailed and requested to respond so we know our League emails are getting to all clubs as failure to respond to a League email will be classed as failure to deal with league business. So far only Chittlehampton FC & Combe Martin FC has failed to respond but both clubs use AOL emails and it is a known issue that our emails maybe received as Junk. I have left a message with both clubs via Phone and will follow it up again this week. Sec Note:- This is now complete and all members clubs have confirmed to be receiving all emails.
Management Meetings:- Email has been sent to Louise Grainger at Devon County Council with our booking dates for Management committee meetings for season 2009/10. Sept 4th 2009, Oct 2nd 2009, Nov 6th 2009, Dec 4th 2009, Jan 8th 2010, Feb 5th 2010, Mar 5th 2010, Apr 2nd 2010, May 7th 2010, Jun 4th 2010. December is pencilled in just in case we need a meeting. Each session cost £46.00 for 7.30pm to 9.30pm. If we change out time to 7pm to 9pm it will cost £31 saving the league £15 per meeting.
It was decided by the committee to change our booking times to 7pm-9pm with the meeting to start at 7.15pm.
It was put forward that Mark Harris had offered the use of Braunton FC facilities for committee meetings but this was declined due to graphical location of all committee members. A letter of thanks will be sent to Mark for their kind offer.
Sec Note:- New meeting time of 7.15pm has been confirmed with Barnstaple Library for all dates. Please note that on Oct & Dec there is a meeting finishing at 7pm, so please don’t be early!
New Secretary Login:- The league website now has it own password protected webpage, this will allow the league secretaries to make available all relevant information such as League Secretary contact details, Club contact details, Referee Appointments, Referee Contact Details and Players in Debt. As all Club Secretaries have Login details to the page it is impossible for them to not have all the relevant information for the current season.
Referee Appointments:- The League Secretary has arranged with Mike Stevens to send him all our monthly Referee Appointments and the Secretary would email all our member clubs and Rob Bates will make sure that they are all listed on our League Website in the new Secretaries Login section.
Fixtures Business
Morthoe:- Cancelled their game on Thursday, leaving it a few days off good weather to allow the pitch to improve, no further contact.
Pilton:- Pilton was advised to switch their first match to Rock Park due to Pilton School not being available as all Clubs must start by 6th September 2009.

Jewellery:- Mr Sercombe brought to the attention of the committee the new FA ruling on players and referee’s wearing jewellery and clarified a few points. The league had already been brought to the attention of this rule and relevant information already passed on to member clubs via email and the website,
New Referee’s Course:- New Referee’s course starts on the 23rd September, all information regarding this has been posted on the League Website.
Website Advertising:- Committee accepted a proposal to draft an advertising schedule for all advertising on the League Website.
Registration Secretary CRB Check:- On the advice of Devon FA, the committee agreed that the Registrations Secretary should have a Devon FA CRB check as he holds all information on players within the league that are aged 16-18 years old.

Matters Arising
Bideford Res v Braunton – Match Abandoned:- Premier Division match on Wednesday 16th September was reported as abandoned due to floodlight failure. Communication was received from both clubs. Game was abandoned by the Referee due to a power cut by Western Power on 43 minutes, score being 0 - 1 to Braunton. Half time was called and 20 minutes was given before power came back but not all the floodlights were working. Statements from both clubs were received and both clubs are happy for the match to be replayed. Permission for a replay was granted
South Molton Res v North Molton Thirds – Match Abandoned:- Intermediate 2 match on Saturday 26th September was reported as abandoned after 45 minutes due to the standin Referee becoming unwell. South Molton offered to carry on with an unofficial Ref but North Molton declined and opted for a rescheduled match. I requested a statement from both clubs, no response from North Molton but South Molton was happy to replay the match. Permission for a replay was granted and North Molton to be fined for failure to attend to league business.
CRB check:- Despite Devon FA's advice that Registration Secretaries should have a CRB check the FA does not agree. The FA advise that only if you have direct contact with under 18s is one required.

Correspondence Received
Torridgeside:- Received an email from Torridgeside on 5th September 2009 after informing them on the outcome of their protest. The email stated Mr. Cockwill is very disappointed with the outcome; we need to get more Torrington people on the committee, what ever happened to common sense. He will monitor all postponed matches this season to make sure the same precedence is set for everybody else. He hopes the decision was made on Torridgeside as a club and not Nigel Cockwill, the North Devon League seem to have an issue with him. An email was sent to Mr. Cockwill explaining that all details were briefed in full to the committee and we was very disappointed to hear that he thought the outcome was based on the lack of Torrington committee members or against him personally. He was informed of the Devon FA Appeals procedure.
Torridgeside:- Received an email from Torridgeside on 10th September 2009 saying that Torridgeside feel very aggrieved by the committees decision reference to the Boca match. The Manager and players have asked him to find out why certain games are being postponed so he can put a case together for their appeal with the county. It’s nothing against the secretary personally but they do feel very aggrieved with the punishment. They also believe new secretaries, etc. The very first opportunity we had to show our authority we have done it without common sense. Mr Cockwill then proceeds to question a postponed match giving various possible reasons and punishments and claiming double standards. After advice given by the Chairman, the Secretary informed Mr Cockwill that postponed/cancelled games were a matter between the 2 clubs involved and the league. If he wishes to pursue the matter further then he has the relevant details for the Devon FA Appeal process and if he feels he needs to discuss this matter in more detail to call the Chairman. Chairman’s contact number was also included.
Barnstaple Library:- Confirmation received via email that the new meeting time of 7.15pm has been confirmed with Barnstaple Library for all dates. New meeting times are now 7.15pm until 9pm. Dates are Nov 6th 2009, Dec 4th 2009(if required), Jan 8th 2010, Feb 5th 2010, Mar 5th 2010, Apr 2nd 2010, May 7th 2010, Jun 4th 2010
Mortehoe FC:- Email received from Mortehoe confirming their club name changing to Woolacombe & Mortehoe FC was approved by Devon FA. All league details have been amended.
Boca Seniors:- Emailed received on 25th September requesting permission to change their pitch for their 3rd October game as Tarka Tennis has a tournament on and the changing rooms will be used by Tournament players and physio’s. Match to be moved to Rock Park. Permission was granted. Fixtures Secretary informed the committee that in fact that game is back at Tarka Tennis with no changing rooms.
Devon FA:- Emailed received from Adam Hopkins from Devon FA. Advising all leagues with a list of qualified Referee’s who are registered to Referee in Devon. They are advising we all make sure that no Referee should be appointed to any game in Devon unless he is on this list. Before the season started we issued every club and the League Website with a list of every Referee that is on the Devon FA List. If we come across any Ref that is not on this list we need to make sure he gets in contact with Adam Hopkins before using him for any fixtures.

Other Business
Referee Appointments:- Mike Stevens asked if it still in the best interest of the league to move a Referee from a lower division game to complete a premier division game. The committee agreed that this practise was perfectly fine for Premier division games only.  Also Mike said that he would be away on holiday from Wed 7th till Wed 21st October and the temporary secretary will be Fred Saunders. Sec Note:- Email sent out to all clubs informing them of the above as requested by Mike Stevens.
Referee Changing Facilities:- It was brought to our attention that 2 clubs (Woolacombe & Mortehoe and Chittlehampton) may not have separate changing and showering facilities as per league rules. League Secretary will follow this up by email with the 2 clubs mentioned and also to send another email to remind all clubs of this rule. Email to be sent to the Andy Walter asking if he could bring this rule to the attention of the Referee’s at their next meeting or on their website.
Photo ID Cards:- The County FA had begun the roll out of the ID Card Scheme. All clubs should have received the paperwork to enable the cards to be produced..
Premier Club Visits:- Chairman pointed out that he has visited 6 Premier division clubs to check they meet the leagues premier division standards. All clubs passed with the chairman pointing out how impressed he was with the playing surface at Ilfracombe Town FC.
Chairman:- Chairman sending his apologies in advance as he will be on holiday at the next meeting and Dave Parish will take the chair.
Accountants:- Peter Woodhams has advised that Nick Beaumont had kindly said he would do the League accounts. RB asked if a letter of thanks to Chris Bartlett be sent for his years of doing them. Agreed.
Cup Finals & League Division Winners & Runners Up:- A brief discussion was held on ways to improve the cup finals and division winners. Ideas put forward included a program, tickets for the squads that reach the finals to exempt them from entry charges, an increase in the entry charges which was currently £1 and different types of individual player trophies for the winners and runners up.

Benevolent Fund Claims:- 3 separate claims for assistance from the Benevolent fund was received. Each claim was assessed by League Officers on its individual merits. Each club will be emailed with a decision.

Andy Walters:- Email sent to Andy Walters for him to bring to the attention of all Referee’s the ruling for a separate changing and washing facility for the Referee at all clubs, anyone not happy with the facilities should contact the NDJFL Secretary. Andy said he will bring this matter up at the next meeting and also put it on the NDRA website.

Other prominent members of the sporting community will also be attending. Reply sent back confirming I would be happy to attend on behalf of the NDJFL.

North Molton Thirds V Northside Atlantic:- Notification had been received from Devon FA that Northside Atlantic fielded a player under suspension. Therefore the goals were wiped and the match awarded to North Molton Thirds.
League Rules:- A discussion took place on the league rules as notification had been given by Devon FA that the FA was again looking at the Standard Code of Rules. Any changes, if required, would be dealt with at the Rules and Revision Meeting in June.
Fair Play Proposal:-
An outline draft of a fair play proposal was circulated to members. This followed the introduction of a similar scheme in the Plymouth and District League that had been well received and seen to improve standards of football. In the first instance it was decided to form a sub-committee. That sub-committee is Rob Bates, Mick Tattersall, Tony Alcock and Fred Saunders. As the proposal involved a referee marking scheme Fred would take the proposal to the next referee's meeting to gauge interest and whether there was support. The sub-committee would then look at the proposal again in January.
Team sheets:- Tony Alcock raised the issue of clubs not marking referees or in general having trouble locating the team sheet after a game. He outlined how team sheets were done in the Western League. The committee agreed to consider how the team sheet could be improved. Clubs are reminded that the onus is on the home team to obtain the away team's signature and marks. If an away team was unable to locate the team sheet they should inform the league secretary immediately.
ID Cards:- Rob Bates reported that club secretaries no longer had to send back the forms and photos for the ID card scheme. It was advised that they should hang on to them in case they are required in the future. In the meantime Devon FA would be requesting from the league its player registration database and that would form the basis of the Devon wide player registration scheme. At this time it required no input from the clubs themselves.
Hannah Buckley - Devon FA:- Hannah of the Devon FA was leaving to take up a post in the West Midlands. A leaving do was taking place on the 27th November and if anyone wished to attend they could contact Devon FA or Rob Bates for the details.
Pivot Trophy:- League Secretary to contact Landkey FC as last season intermediate 1 winners to represent the NDJFL in this season Pivot Trophy against a team from the Kingsley League. Also contact Torrington FC with regards to using there facilities to host this season Pivot trophy.
Mike Stevens:- Mike informed the Committee that he has a number of new and returning Referee’s which is great news for the NDJFL.
Devon FA:- There has been a number of Referee’s sending in Red cards with a letter asking them to be rescinded or downgraded to a Yellow card. Under no circumstances are referees to do this, once a red has been shown then it counts as a red. The only way to have a red card dismissed is through the correct appeals procedure. All reds will be processed by this office regardless of an accompanying letter.
December Meeting:- It was agreed by the Committee that no meeting was required in December and approval was granted for League Officers to deal with any emergencies as they arrive.

January 2010

Matters Arising

Management Meeting:- The decision was made on Thursday evening to cancel the meeting as we would struggle to make a Quorum for the meeting and for the Safety of all the members trying to get to the meeting. All non urgent business will be carried forward to the March meeting. All more urgent business will be dealt with by the League Officers and summarised is this document.
Match Abandoned Barnstaple FC v South Molton Res:- The North Devon Journal Cup match between Barnstaple FC & South Molton Res on 07/11/09 was abandoned due to the Barnstaple Goalkeeper sustaining a head injury. By the time the Ambulance arrived and the player was taken away the Referee agreed with both managers that they would not be enough light to continue the game should it have drawn and it was abandoned. Score being 2 – 1 to South Molton Res on 67 minutes. This game is to be replayed on the 16th January 2pm Kick off at Tews Lane, Barnstaple. Both Teams have been notified.
Match Abandoned Appledore Res v Bideford Res:- The match between Appledore Res & Bideford Res on 19/12/09 was abandoned due to the Appledore player sustaining a serious injury. While still waiting for Ambulance to arrive and the game now running 25 minutes over time, the Referee agreed with both managers that they would not be enough light to continue the game and it was abandoned. Score being 1 – 0 to Bideford Res on 14 minutes. This game is to be replayed. Both Teams have been notified.

Pivot Trophy Landkey Town:- Email received from Landkey Town stating they would be delighted to represent the NDJFL in the Pivot Trophy.
Pivot Trophy Fixture Date:- Email received from Torrington FC with an available fixtures date of 17th March for the Pivot Trophy Match. Kingsley league have been informed and will confirm back to me after its meeting next week.

Mr Albert Beer:- The meeting started with a standing silence lead by the chairman for friends lost in honour of Mr Beer. The League Secretary followed this with details about Mr Beer sadly passing away on the morning of Saturday 16th January. Albert will be greatly missed by the NDJFL. All clubs in the NDJFL observed a minutes silence before their game on Saturday 23rd January in memory of Mr Beer. Albert’s Service of Thanksgiving was held on Monday 25th January and was well attended by many members of the NDJFL, Devon FA & North Devon Referee’s Association. The committee approved a donation from the NDJFL in memory of Albert to Macmillan Cancer Support be made.
Submission of Referee’s Cards:- Andy Walters has raised the situation of certain Referee’s not always reporting cautions and/or sending offs. He has requested if the League would consider altering their Team Sheets to incorporate the Referee having to indicate who has been cautioned/sent off in that match. This was approved by the committee and will be discussed further at the rules and revision meeting ready for next season.
Match Abandoned - Landkey Town v Dolton:- Match between Landkey Town & Dolton on Sunday 24 January was abandoned by the Referee in the 75th minute due to a serious leg injury (deep cut) sustained by a Landkey player. Score at the time was 2 – 2. Statements were received by both teams. Landkey Town think 2 - 2, was a fair and honest outcome of the game and request that the result should be allowed to stand in fairness to both teams and in keeping with the spirit of the match. It would be very difficult for Landkey Town FC to find a slot for a replay as so many games have been postponed due to the weather. Dolton feels at the time of the injury both teams were pushing for a win and would request the game to be replayed. Due to the League standing of Dolton being in a promotion chase, the committee deem it only fair to replay this fixture. As Landkey have played 12 games which is average for that division the committee deemed there should be no reason why they could not replay this fixture. Fixture to be replayed, both teams notified.
Kit Clash – Landkey Town Res:- Emails were received from Neil Smith (Referee) and Andy Walter (Referee Assessor) that Landkey Town Res had a kit that was clashing with the Referee’s top. The committee was briefed from statements from Neil Smith, Andy Walters & Landkey Town. The committee voted to allow Landkey Town Res to continue to use this kit based on the fact it has been used for many seasons without a problems. Landkey Town have been advised that if this kit does start to get reported then the committee would readdress the situation.
League Rules:- Draft copies of the new proposed standard code of rules supplied by Devon FA incorporating our own league rules were handed out to committee members. These are to be taken away for the committee to review these and come back to the March meeting with any comments.

Correspondence Received
Pivot Trophy:- Kingsley League Secretary called to confirm that Wednesday 17th March 7.30pm Kick Off at Torrington FC’s ground has been confirmed with their committee. If was approved to charge a ticket price off £2 for this match and all proceeds will go towards Cancer Research. Email sent to Torrington FC to confirm and Letter being send to Kingsley to confirm details and ticket prices.
Northside Atlantic:- Email received by Northside Atlantic requesting approval to use Torrington FC’s pitch for mid week fixtures to help relieve the back log of fixtures they have. Approval was granted.
Fair Play Proposal:- Email received from Andy Walters that at the last Referee’s meeting the proposal for a Fair Play Marking System for Ref’s to mark the clubs was overall well received. The Sub Committee for this proposal (M. Tattersall, R. Bates, M. Saunders & T. Alcock) will have to meet to start putting down rules and guidelines. The committee has approved this to go ahead and the Sub Committee will meet before the next management meeting to discuss the rules and guidelines for implementing this for next season. Confirmation email has been sent to Andy Walter.
Andrew Kiff:- Email received from Andrew Kiff in reference to his 5 year ban for punching a player. We have informed him to speak to Richard Pallott – Discipline Officer for Devon FA.
Anchor FC Name Change:- Letter received from Anchor FC requesting a name change to AFC Anchor for 2010/2011 season. Advised their secretary to seek advice from Devon FA and report back to us when it has been approved for next season.
League Entry Applications:- Requests have been received from 4 teams to enter the NDJFL for next season. 2 Current clubs requesting an extra team, 1 Team from another League and 1 Club Reforming. As there are currently only 2 spaces available these will be discussed further at a later date. All clubs have been notified.

Other Business
League Trophies:- Reminders have been sent out to all cup holders to return the trophies to the League Secretary on or before our 5th March management meeting as required by league rules. League rules require that the Trophy shall be returned appropriately engraved and in a clean condition. The fine for a late return or un-engraved or dirty condition is £50 per trophy.
Withdrawn Clubs Reminder:- Email sent out to all clubs reminding them that if their club wishes to withdraw its team from the NDJFL, they have until March 31st to contact the league secretary as per League Rule 14a.
Team sheets:- Tony Alcock raised the issue of clubs not marking referees or in general having trouble locating the team sheet after a game. He outlined how team sheets were done in the Western League. The committee agreed provisionally that an idea of separate team sheets could be used for next season but this will be discussed in more detail at the Rules and Revision meeting.
Referee’s Facilities – Woolacombe & Mortehoe:- Complaint received about their Referee’s washing facilities again. League Secretary has emailed the club secretary asking for information on the proposed “doubling the size of their sports hall next season and this will accommodate a Referee’s Facility” as stated in their last email.
Peter Sercombe:- Peter thanked the NDJFL Committee on behalf of the North Devon Referee’s Association for its support and implementing new ideas to help the game improve and supporting it’s Referee’s.
Vacant Devon FA President:- John Fry has been proposed for the vacant DCFA president's post along with M Benney from S Devon. The NDJFL wish Mr Fry every success in being appointed DCFA president.
Devon FA Disciplinary:- A proposal to publish the players currently banned from football in North Devon in the press. This will go to the next full council meeting.
Mock Disciplinary Appeal hearings to be held with the Referees Association in the East, West and South areas to improve understanding. The North TBA.

Matters Arising
Abandoned Match – Torridgeside v Ilfracombe Town Res:-  Match was abandoned on the approx 70-75 minutes due to a serious leg injury to a Torridgeside player. Both teams agreed to abandon the match due to the [player not being able to be moved of the pitch until the ambulance arrived. Both secretaries are happy to replay this match and have pencilled in a date  8th May 2010. Replay Approved

Combe Martin Cup Final:- Email received from Moose Boyer requesting the Combe Martin Cup Final be held on Saturday 24th April 6.30pm kick off. This date fits in with there league fixtures and they have no home game on that date, so can get everything prepared for the evening kick off. Another concern is alcohol being brought by the finalist team’s supporters; this will affect the clubs alcohol license. They also want clarification of Alcohol sold during the match, they currently sell before, half time and after the match but use plastic glasses. Cup Date and Time Approved. Finalist will be notified not to bring any Alcohol into the ground. Combe Martin also to be reminded that no Alcohol is to be sold during the match but Before, Half Time and After is fine providing they are served in Plastic Glasses if outside the club house.

Fair Play Proposal:- Meeting was held by the sub committee (R. Bates, M, Saunders, T. Alcock & M. Tattersall) on Thursday 25th February. We invited Andy Walter to the meeting on behalf of the NDRA. A Sample Referee’s marking sheet was drafted and agreed. This Draft will be sent to all member clubs with some information and guidance for this proposal. A meeting with all 16 Premier Division clubs is arranged on Monday 29th March at 7pm to discuss and gain feedback. An open invite will be available for any club to attend but all Premier Division clubs will be compulsory attendance. If this proposal is agreed it will be for Premier Division clubs for the first season then rolled out to all divisions. All clubs to be emailed

Correspondence Received
Northside Atlantic:- Email received by Northside Atlantic requesting approval to use Victoria Park pitch in Bideford for any fixtures were Clovelly is not available and to help relieve the back log of fixtures they have. They have secured Bideford Blues to use as changing rooms that also has a separate room for the Referee. This is temporary as Clovelly feel their pitch can not support 2 teams at the moment so they have both pitches until the end of the season but will use Clovelly as often as they can.  Approval was granted.

Andy Walters:- Email received from Andy Walter thanking the committee for looking into the Landkey Town Kit clash, he understands the committees decision to allow this kit to be used based on the length of time in use. He will also bring this issue up at the next Referee’s meeting and make Referees aware they must report this sort of thing to the league.

Woolacombe & Mortehoe:- Email Received from Woolacombe & Mortehoe with regards to their Referee’s changing facility. They have spoken to the council and have been told their separate Referee’s room will not be ready for the start of next season. They plan to let the Referee use their changing room and they will change in a different room as this is the only way they can work round it. Committee are happy with this outcome.

Anchor FC:- Email received from Anchor FC confirming Devon FA have approved their name change to AFC Anchor for next season.

Northside Atlantic Request for investigation:- Email received from Northside Atlantic asking for the league to investigate the postponement of their away match to Torridgeside Reserves. A statement was received from Northside Atlantic and emails sent out asking for further information regarding this fixture to the relevant clubs. A phone call to the Pitch Coordinator confirmed he had postponed the match due to the pitch holding too much water. Email sent Northside explaining that the Pitch Coordinator had postponed the match and it was all above bode and the league considers the matter closed. Committee approved this action.

Pivot Trophy:- Emails sent to all clubs to advertise this match and hopefully get some support over to help raise funds for Cancer Research. Vice Chairman Dave Parish to attend to present the Trophy, Mark Jenkins, Mick Tattersall and Rob Bates will also attend to help man the gates

Returned Cups:-  All cups have been returned on time, engraved and cleaned.

Benevolent Fund:- Guidelines were discussed to be entered into next season league rules. The Committee agreed that as off Season 2010/11 they will include the County Cup to cover all NDJFL member clubs. The inclusion of Local Independent Cups was discussed and it was agreed by the committee that a fee of £50 per season per independent cup shall be required for that cup to be covered within the NDJFL Benevolent fund. A letter/email will be sent to all Independent Cups offering advising them of the Benevolent Fund for Season 2010/11.

Bill Smale:- Mr Smale advised the committee about the current financial state of the School of Excellence in Barnstaple and made those aware of what the School of Excellence is all about. Mr Smale asked if the league would be in a position to offer a donation to their cause. The League Officers approved a donation to be made on behalf of the NDJFL with an option of making this an annual donation based on League funds and the Schools financial state.

Woolsery:- The league would like to congratulate Woolsery FC for reaching the Final of the Devon Intermediate Cup. Email sent to formally congratulate the club 

League Rules:- 1. FA Standard Code of Rules is not to change but the current draft is being looked at by a FA Working Party for the 2011-12 Season.
2. There is a rules meeting at County HQ 8th March, where every single league's rules will be looked at with a view to allocating "local" rules tags so they can be identified in the event of appeals. Rob Bates will be attending.
3. The North Devon League rules exist in two parts, the FA Standard Code and the old handbook. The Committee believe it would be better and more transparent if all the rules could be seen in one place as many clubs, if any, do not have an old handbook. The old handbook as been gone through and any rules not covered by the FA Standard Code have been pulled out and will form "local" rules once sanctioned by the County FA. After the rules meeting on the 8th March the Rules will be sent to all clubs. Clubs are also able to propose rules in accordance with the FA Standard Code. Any proposed rules also have to be sanctioned by the County FA. At the AGM unless there are two options for the same rule the rules will simply be adopted. This will be explained to clubs when they receive their rules.

 Ground Grading:-The County FA are currently looking at how leagues decide on what is a Premier, Senior or Intermediate Rule. They are hopeful that a standard can be agreed upon for league's to work with. The North Devon League already has a standard for its Premier clubs so is in a good position. Rob Bates will be attending this meeting on 11th March but anyone can have an input, if you would like to attend please contact Rob Bates as the date and time is currently provisional.

League Entry Applications:- A discussion took place on the current procedure for determining the entry of clubs into the League. The Standard Rule is no more than 70 Clubs. Clubs is different to teams which we operate on when it comes to deciding numbers. In recent seasons the number of teams has been capped at 64 although this figure has not been reached since that was introduced. Therefore the rule was agreed to be changed to no more than 64 Clubs, the theory being that each club could have one team. And also a "local" rule to be introduced to limit the teams to 64. The number 64 reflects a number of factors, the amount of referees, number of players, and number of available pitches.
 If the number of applicants was above the number of vacancies there is no set procedure for determining who would be admitted. The normal procedure for new clubs is that they are interviewed by the officers of the league who then recommend their election at the AGM in accordance with the AGM rules. If there was a surplus number of clubs, they would be interviewed and a recommendation would still be made to the AGM but it was up to the clubs to vote on which clubs to accept. (Rule 6A iv). The League Secretary declared an interest, due to his club considering applying for entry to the League, and took no part in the discussion.

Matters Arising
Abandoned Match – Shamwickshire Rovers v Dolton:-  This match on 6th March was abandoned on approx 5-6 minutes due to a serious leg injury to a Dolton player. Both teams agreed to abandon the match and are happy to replay this match.. Replay Approved

Pivot Trophy:- Pivot Trophy was held at Torrington FC as arranged, The match had a very good attendance and raised £214 of which £83 was donated from Landkey Town FC Players and Club. The match was played in good spirit with Kingsley League select 11 coming out winners 4-3. Thanks were given to M. Tattersall, D. Parish, R. Bates, B, Smale, T. Alcock & M. Jenkins for their attendance. An email of thanks has been sent to Torrington FC for hosting the match and to Landkey Town FC for representing the League and for the fantastic donation. A letter of thanks was received from the Chairman of the John Bale Cancer Fund at North Devon Hospital. A copy of this letter has been forwarded to Kingsley League.

League Cup Finals:- League Cup Finals have been arranged North Devon Journal Cup Final is being hosted by Ilfracombe Town at Marlborough Road on Saturday 10th April 7pm kick off, Wrey Arms v Pilton Accies Res. Arlington Cup Final is being hosted by Bideford FC at the Sports Ground on Saturday 17th April 6.30pm kick off, Woolsery v Park Utd. Combe Martin Cup Final is being hosted by Combe Martin FC at Hollands Park on Saturday 24th April 6.30pm kick off, Chittlehampton v Braunton Res. Brayford Cup Final is being hosted by TBC on Saturday 8th May 6.30pm kick off, Torridgeside v Braunton. All finalist clubs will be told to provide 2 match balls each. Discussion for manning the gates was arranged. The committee have requested that due to the date being Torrington Carnival and the possibility of Torridgeside being in the final we look for another venue.

League Cup Finals Programs:- League Secretary has secured a local business to produce all our Cup Final programs free of charge as the Leagues Official Program Sponsor. HJ Badcock from Barnstaple is a local company established in 1945 and is currently run by the founder’s grandchildren. They will produce 150 A4 folded programs per Cup Final and will use the back of the program to promote their business. They have agreed to do our Pivot Trophy programs bi-annually as well. This was approved by the committee and they are very happy with the professional look of the programs.

Postponed Match – Pilton Academicals v Woolsery:- This match was scheduled for Saturday 13th March, Both teams attended on time and Pilton was in the process on putting the nets up while Woolsery were warming up to be told they did not have the pitch as all 3 were booked. Pilton had no choice but to postpone the match and took the Woolsery players back to their pub for refreshments. Woolsery wish to claim the game as it was no fault of their making. League Secretary spoke to the pitch coordinator who advised it was his fault as he had double booked that pitch and it was a genuine mistake on his part. League Secretary advised Woolsery but they still wish to request the game to be awarded to them. Management committee rejected this claim on the grounds that it was human error by the pitch coordinator and no club was at fault.

Abandoned Match – Landkey Res v Woolsery Res:- This match on Sunday 21st March was abandoned after 25 minutes by the match referee due to a Landkey player being verbally offensive towards him, after showing the player a red card the player became Verbally abusive and aggressive so the game was abandoned. Score at the time was 3 – 0 to Woolsery Res. Both Clubs are in agreement the score should stand as a result. Score to stand as a result was approved

Fair Play Proposal:- Fair play proposal meeting was held with all Premier Division clubs and they unanimously supported the idea. This will now be started with the Premier Division next season.

AGM & Rule Revision:- AGM has been confirmed at Robins Nest, Bideford on Wednesday 30th June at 7pm this date has in mind the various world cup quarter and semi final dates. The Rules Revision Meeting has been moved to Tuesday 1st June 7.15pm at Barnstaple Library, in the library on the ground floor.

Correspondence Received
Northam Lions:- Letter received from Northam Lions asking for the League Cup Draw to be checked. They thought they were home in their Semi Final but now have been told they are away. Alan Webster was advised to check this and it turns out the League Fixtures grid on the Full Time website had incorrectly linked the wrong teams and fixtures. This was corrected after the quarter finals. An email was sent to Northam Lions to explain the issue and a reply of thanks was received. No further action required.

League Season Extension:- Email received from Paul Morrison confirming Devon FA support our decision to extend this season to 29th May. All clubs have been notified and advised we do not want to see an currently arranged fixtures being changed unless they have bad weather or too many fixtures in 1 week.

 Barnstaple FC:- Email Received from Barnstaple FC Secretary asking who is the Leagues Welfare Officer and if Club Managers have a FA CRB check as they have players ranging from 16-18. League Secretary spoke to Mark Buley at Devon FA who advised only the Youth leagues needs to have them requirements and not the Adult league. Barnstaple FC forwarded me a message from Dave Keast Devon FA Welfare and Coach Education Officer who also confirmed the Adult league does not have to appoint a Welfare Officer.

Northam Lions Referee Complaint:- Email received from Northam Lions making the League aware of a Referee who did not show to his allocated match. Phil Prouse had spoken to referee the week before to confirm this fixture but he failed to show. Mike Stevens spoke to the Referee and it was crossed wires between the Ref and Mike Stevens over another game that was cancelled, the Referee apologised for his error and any inconvenience caused. League Secretary emailed Northam Lions with an explanation.

Woolsery:- Email received from Woolsery asking if anything can be done about a postponement against Torridgeside. The fixture was 3rd April at Donnacroft. Pitch coordinator decided at 2.15pm that the pitch was not playable. Woolsery say they could have called them earlier to save the travelling as if the pitch was not playable at 2.15pm then it would have been the same a few hours earlier. Emailed sent to Woolsery advising them that the League can not do anything if a pitch coordinator cancels a game and advised them to contact Torridgeside to complain about the Pitch Coordinators timing for cancelling a fixture,

Pilton Academicals:- Email received from Pilton regarding their match against Shamwickshire Rovers Res on 3rd April. Pilton was expecting to face a reserve Shamwickshire side who only had 3 wins under the belt and a minus 17 GD. When they arrived at Shamwickshire ground they were met by a team with 7 premier players and were thrashed 7-3. They understand the players are signed to a club and not team and players switch due to availability, injury recovery etc which is expected but there team was loaded with Premier Players as the Premier teams game was postponed. Committee was briefed that the team sheet supplied by Shamwickshire did indeed have 7 1st players on it. The committee felt that this was an infringement of rule 10e as they felt the substance and spirit of this rule was disregarded. League Secretary will right to Shamwickshire ask for them to explain to the League why they fielded 7 1st team players and will brief the committee at the next available time.

North Molton Complaint:- A letter has been received from North Molton in regards to the state their new changing rooms were left in by Bideford Reserves. Photo’s were also supplied. The committee agreed that Bideford Reserves should send a letter of apology to North Molton and speak with its players to make sure this type of disregard for away club changing rooms does not happen again.

Other Business
Next Season Application Forms:- Next season application form will be sent out via email to all clubs by 14th April. These will need to be completed and returned with their entry fee to the League Secretary no later than 15th May for new or transferring clubs and 22nd May for all current clubs. New Clubs applying will also receive an application form and should they not be elected into the league they will have their 50% Deposit and Entry fee refunded. Current clubs that are applying for additional teams will be refunded that team’s entry fee if not elected.

Promotion to Premier Division:- Email sent to Senior Division Clubs advising those who are in contention for promotion to the Premier Division with the standards required to be a Premier Division Club.

Benevolent Fund:- Emails were sent to all independent cup secretaries regarding the offer to join the League Benevolent Fund for a £50 contribution.  So far Torridge Cup, Holman Cup and Braunton have expressed an interest to join for next season. I advised the secretaries that as soon as the AGM was finished, I will send them details and a form to fill out requesting entry into the fund.

Congratulations Woolsery FC:- Rob Bates briefed the committee on a fantastic win by Woolsery. Woolsery beat Winsor Car Sales 4-2 in the Devon County Intermediate Cup Final at Coach Road, Newton Abbott. A letter of congratulations has been emailed to Woolsery FC.

Cup Semi Final Assistant Referee’s:- Mike Steven, Referee Appointment Secretary briefed the committee with 2 options regarding assistant referees at future League Cup Semi-Finals due to issues it causes for League Fixture Appointments on the same day. This was agreed to be discussed at the Rule Revision meeting in June.

North Area Disciplinary Board:- Dave Parish briefed the committee that all North Area Disciplinary meetings will now be held locally using local representatives on the board. This stops all North Area appeals being sent down to Newton Abbott.

Updated League Rules:-
The final draft is nearly ready to be sent to clubs. It is hoped to send clubs the final draft at the end of April.

Ground Grading:-
The ground grading proposal for Devon County Cups is likely to be put to the County AGM for inclusion in the County Cup rules for season 2013/14. Rob Bates has attended the meetings on this proposal so far and is confident that North Area clubs would be able to currently meet the gradings or it would not take much to comply. This is a proposal by Devon FA and is being publicised to our clubs because of our Devon FA Councillors. Therefore any queries regarding this should be made to Rob Bates or the County FA and NOT the league. Matters Arising
Failure to Raise a Team Appeal – Hartland Res:-  This match on Sunday 4th April was not played due to Hartland Res failing to raise a side. This was confirmed by Edith on the Telephone and via her representative via Email. Hartland Reserve team manager and Hartland’s Chairman have both been on the phone regarding the fine of £50 and deduction off 3 points. Appeals process was offered. Appeal letter was received 20th April. Copy of letter supplied to all members. Northam Lions supplied a copy of a list of original fixtures before the season started so it was not a rescheduled fixture as stated. Also Edith had confirmed the game with Phil Prouse the week before. The committee agreed to reject the appeal claim

Shamwickshire Rovers – Rule 10E:- Following from Aprils meeting, League Secretary requested a statement from Shamwickshire Rovers regarding the club playing 7 1st team players in their Reserve game against Pilton Academicals. A statement was supplied and passed around the committee for viewing. The committee agreed that they would seek guidance from Devon FA before handing out any possible punishments from infringing Rule 10E, (Sec Note) Guidance was given and Devon FA agreed with the League and approved its punishment of rewarding the game to Pilton.

Torrington Admirals – Withdrawal from the League:- Email has been received and passed round the committee from Torrington Admirals explaining why the have had to withdraw from the league due to player availability and financial restraints. We have removed all their playing records for this season as per rule 10c and informed all clubs within that division. A letter of leniency was sent by Torrington Admirals and was accepted, As per Rule 14a the club was fined £25.

Current Rules & Proposed Rules:- Copies of the current rules and proposed rule changes together with a explanation sheet has been sent out to all clubs and to Devon FA. Devon FA has also been informed off our date for the AGM.

Abandoned Match – Ilfracombe Town Thirds v High Bickington:- Match was on 27th April and was abandoned after 58 minutes due to an injury to a Ilfracombe Town player. Ilfracombe requested the score to stand due to their ground going to be closed on the 9th May and rescheduling this match will be very difficult. Email was sent to High Bickington advising the situation and if they accept the score to stand or request a replay. High Bickington confirmed they would love to reschedule but due to a very chaotic season they are happy for the score to stand. As both clubs were in agreement, the League Secretary approved the result to stand.

Correspondence Received
Dolton:- An email of thanks was received from Dolton FC thanking the League for its Benevolent Fund Donation to Richard Turner.

Referee Complaint:- Email received from a Referee regarding the failure of 2 clubs to notify him off fixture details as per rule 10d (D) The 2 clubs mentioned were both fined £5. A reminder email was sent to all clubs referring to rule 10d. The referee was informed by the League Secretary that the League have had no complaints until now this season from Referee’s but the league will act on any it receives. Approved

Referee Course Refund Form:- Referee course refund form has been received from Andy Walters to refund Referee Andy Woolf after completing his 10 games with the NDJFL. This has been checked and approved and sent to Peter Woodham to issue the refund.

Kilkhampton:- Email received from Kilkhampton secretary about the possibility of withdrawing from the League as they have applied for entry into the East Cornwall league. They have met with EC League Rep and he has advised they won’t know if they are allowed entry until the 26th May. NDJFL Deadline is 22nd May. They have therefore now advised that they will send in their application to the League and if they get entry to EC League they will withdraw their 2nd team in the Kingsley League and use them for NDJFL Kilkhampton request confirmation this is ok Committee approved

League Entry Applications:-  There is now possibly 6 applications. 2 from Teams wanting an additional team, 3 teams from other leagues and 1 reforming team currently 3 of the 4 new entries have all paid the 50% deposit, 2 has paid and filled in the application form for next season. League Officers will make arrangements to speak with representatives from the new clubs after the closing date for the applications which is May 15th for new clubs.

Nomination Forms:- Management Committee nominations forms were handed out.

League Cup Finals:- 3 Cup finals have currently been played with very good gate receipts being taken. North Devon Journal Cup £205, Arlington Cup £463 & Combe Martin Cup £247 totalling £915. Thanks to those on the committee who attended. Thanks were given on behalf of the league by Rob Bates to Mick Tattersall for his work putting these finals together.

Brayford Cup Final:- Brayford Cup final is now being played at North Molton Sports Club, 8th May Kick Off 6.30pm..

FA Cup Final Ticket Allocations:- Letter received from Devon FA regarding the League’s allocation of tickets for the FA Cup Final. We were allocated 3 pairs of tickets. League secretary spoke with Philip Shelton regarding his Rota for offering these tickets to clubs. His list had been fully used so a new list was generated. The League Secretary removed the Cornish clubs as these are Devon FA allocation and also removed Bideford Res as they are a full member club and have there own allocation. This season’s new clubs were not added and no new club will be added until they have completed 3 seasons. Each club was given a number selected randomly. Each pair of tickets was also given a number. League Secretaries wife was asked to select 3 numbers for the clubs and a number for each pair of tickets. The 3 clubs selected were Sporting Barum, Appledore & Shebbear Utd. Each club was informed about there selection and informed if the accept or decline these tickets they will be removed from the Rota and only re-added after the Rota has been completed, this could take 10 years. Tickets are passed onto each club costing its face value. All 3 clubs accepted with thanks the tickets.

League Applications Forms:- League Application forms were sent for next season to 44 clubs including the 4 new clubs. So far 15 have been completed and sent back. Reminder email has also been sent. (sec note) This has now increased to 23

NDJFL President:- If was proposed by League Officers and Management Committee members that Bill Smale be elected as North Devon League President at the Leagues AGM on 30th June. Bill Smale accepted the nomination with gratitude.

Devon FA President:- Best wishes from the North Devon League where given to John Fry as he seeks to be elected Devon FA President this week.

 

AGM 2010 - Draft Minutes

The 2010 AGM opened with a brief silence in memory of Albert Beer – President, who sadly passed away earlier in the year

Presentations
The 'Harold Bartlett Trophy' was present to Mr P Sercombe, the referee who had achieved the highest marks during the past season.  The trophy for 'Club Secretary of the Year' for 2010 was presented to Mr P Prouse, the Secretary of the Northam Lions club and becomes the first secretary to be awarded this Trophy twice..

Chairman’s Report
The Chairman reviewed the season. He expressed thanks to the League Officers and the Management Committee. Thanks to the North Devon Journal for their previous year’s sponsorship and to welcome the League’s new sponsor The North Devon Gazette and we look forward to working with them for many years to come. Thanks also to Mike Stevens and to the all the referee’s for another great season. He congratulated Appledore for their Premier Cup Win; Congratulations also went to Woolsery and Braunton Res as well as all the other division and cup winners.

Balance Sheet and Statement of Accounts
These documents, prepared by Mr P Woodhams, and certified by Stevens & Willey Chartered Accountants, were circulated at the meeting and approved.

Proposal was put forward to the members clubs for Mr. W Smale to be elected as League President this was unanimously passed. All the current officers were declared re-elected unopposed  On the closure of nominations, the following members of last season’s Management Committee had submitted valid nominations for next season’s Committee and are therefore elected. B Fishleigh, T Knight and M Saunders.
Other retiring members of last season’s Committee are eligible for nomination and re-election at the meeting.
M Stevens, M Jenkins, T Alcock, I Humphries & P Sercombe and was therefore re-elected unopposed.
