League Business
New LMC Members: - LMC welcomed our 2 new LMC members, Scott Sayer and Paul Hayes and LS advised that unfortunately due to a previously booked arrangement Darren Todd was unable to attend.

League AGM: - AGM went very well although we did not have the League Chairman, Vice Chairman or President in attendance, thanks to Rob for stepping in at short notice to chair the meeting. No issues and nothing to report.

Sporting Barum Withdrawal: - In accordance to league rules the LMC agreed to fine the club £100 & retain all other fees paid.

New Secretary Meeting: - 9 new secretaries have completed the new secretary meeting with a further 3 to be arrange over the next 14 days.

Correspondence Received
Library Room Booking: - Library has given notice that from January 2018 all booking past 7pm will incur an additional staffing charge. LS has advised he will look for another location as the staffing charge was £15 per hour extra. LS to look for a new venue.

LRO Business
LRO opened up his report by thanking Mick Tattersall for his help in the closed season for the recruitment of new referees and with some referees coming back this certainly has helped our league. We lost several referees at the end of last season due to different reasons. Recruitment was good with 6 new referees onboard.
Since August 19th his team of observers have carried out 4 observations on referees, one of those was a promotion observation and 3 was advisory observations which he was asked to carry out due to low reports given by clubs by county.
This season he has received 16 low marking reports by clubs which have been sent to our RDO and will be dealt with over the coming weeks.
LRO advised how disappointed with how late the county cup appointments of referees have taken.
Referee Dave Williams injured himself during a game, LRO asked the committee if he could claim any money from our league benevolent fund. LMC agreed that they would definitely look at helping a Referee if needed and the LRO should fill in the forms to request this on his behalf as a club secretary would for a player.
Tony Butler due to his knees can no longer referee, so to not lose his experience and knowledge of local football will be going out every week looking at different referees mainly new ones trying to pick parts of their game to hopefully enhance future performances and make them better referees. LRO also asked if it's possible for Tony to join our committee to give us fresh blood and maybe new ideas. LMC was more than happy to agree to this and Co-opt Tony on the committee.

John Fry Shield: - All complete. Paul Fry had paid for the shield, was very happy with it and delivered it to the Registration Secretary. The award would be presented to the team with the best discipline record and Paul would like to attend the AGM for the presentation.

Whole Game System: - A discussion took place on the new system. Various issues had occurred but it appeared that he FA were getting on top of these now. Clubs had been directed to the player registration site where there were guides and online sessions to help them. The referees were reporting speed issues and were urged to report as the FA may not be aware. The consensus was that once you got acquainted with the system it was quite simple.

Monthly Discipline Award: - The Registration Secretary would liaise with MJM Sports to establish a start for the award. The Whole Game System was able to produce discipline tables for each division for the official record.  

Albert Beer Memorial Shield: - Bill Smale requested why the shield was not available for presentation on this year’s game, LS apologised for this and advised as this was not on a trophy agreement it had slipped his mind as he thought Rob Bates had it and vice versa. LS advised that we will be looking into the trophy agreements to make them easier to get filled out by clubs and will add all trophies to this. Dave Parish arranged for flowers to be sent to Albert’s family as an apology from the league.

October 2017

League Business
New LMC Members: - LMC welcomed our 2 new LMC members, Darren Todd and Tony Butler to the meeting.

Alcohol at Matches: - LS advised he had a report from a concerned Referee regarding 2 games he had seen alcohol being consumed at the side of the pitch. LS looked into this and found there is not official rule he could see at our level but guidelines to follow. This was sent to all Clubs and Referees to advise the situation and that if this was a problem at a game then it needs reporting to Devon FA as a discipline matter.

New Secretary Meeting: - Last 3 new secretaries have now completed this meeting as required by league rules.

Sporting Barum Fine: - LS requests the LMC look at this again. Sporting Barum withdrew before the Fixtures were released but after the AGM, therefore they come under Rule 14A which is £50. We fine them based on Rule14B which is up to £250. LMC agreed to reissue this fine as advised by the LS under Rule 14A.

League Benevolent Fund: - All feedback from clubs has been supportive of including our Referees into this system as they believe the Referees are a part of the football family and should have the help if needed. DT asked would this cover a league official or is it only players. LS said he would like to think the League Officers would look at each case individually and help anyone involved in the game if needed. LMC agreed with this.

Correspondence Received
Respect Marks: - Email received from Ashley Harris who is part of Devon FA and also one of our Referees. Passing on his feedback for the respect handshake. He thinks it’s a great idea and well received so far. He asked if the league would consider bringing in Respect Marks giving the Referee’s the ability to mark clubs. LS advised he would pass this to the LMC but his initial thoughts would be maybe something to look at in our forward planning. A discussion took place with positives and negatives, it was pointed out that this was something we tried before with little sucess but is something we can revisit when needed.

Braunton FC: - Emailed received from Braunton FC regarding their disappointment with Combe Martin FC. There arrived at 1.50pm but did not get access to the changing rooms until 2.27pm and not getting the team sheet until 2.56pm for a 3pm kick off is not acceptable. LS has advised this to Combe Martin requesting the club get the necessary arrangements in place as club expect access to the facilities a minimum 1 hour before kick-off and the team sheet in good time as the Referee needs the information 10 minutes before kick-off as per league rules. LMC was happy with what the LS advised but this has been noted if it happens again.

North Devon Council: - Email received from Richard Slaney asking if the league would support the use of a 3G pitch and its use for home games. Also would the league be interested in having some flexible slots to utilise the pitch for maybe some Friday night football under lights? LS advised that we do allow the use of 3G pitches but as a home pitch may bring in additional problems with teams with insufficient footwear, the Friday night football can be discussed as an option closer to the time. LMC agreed they would be supportive of anything that improves facilities and would happily talk more if and when needed.

LRO Business
The League has currently had 32 adverse reports sent in by clubs. 11 referees has had two or more adverse reports for marks for 60 or below.
LRO sent an email to our a RDO to advise him which referees needed to be observed due to low marks, also in that email was a reminder that our 6 newly qualified referees needed a mentor.
At present Tony Butler and Tony Cloak are currently going out and about looking at these new referees to show them that they have support from our League.
The league committee had agreed to traveling expenses for any off the LRO’s team who are willing to go out and look at any referee new or old who seem to be struggling with any issues regarding refereeing. The league will pay travelling cost of 30p per mile to and from the game appointed by LRO.
With having League cup games so close to county cup games is causing big problems for Fred Saunders when appointing. LRO requested that next season all league cup fixtures are played at a later date, this was agreed by the LMC. LRO also advised the full Time website needs updating more regular so secretaries and referees can arrange their calendars and give Fred a fighting chance.

Other Business
Charter Standard/Respect:- The LMC had received a communication from Devon FA regarding Respect incidents (eg, dissent, violent conduct, abusive language) and what level our clubs were at. They were requesting what action we would like to take regarding teams approaching certain levels to be proactive rather than penalise. The LMC were very supportive of a proactive approach to this issue. It became apparent from club representatives that maybe not all clubs were aware of the stages and in particular the fines at each level. Therefore it was agreed that the LMC are happy for a warning letter to be sent to the two clubs that have started this season with Respect incidents but would also like something sent to all our clubs outlining the stages etc and what may happen if those stages are reached. The examples used with other leagues are agreeable. It was stated that our league does not have significant issues with any team but identifying possible problems at an early stage was a better approach than letting it happen.

Fixtures Secretary Issues:- Following on from the LRO & RAO concerns on the Full Time updates, LS also advised that there is a lot of games still postponed and 5 fixtures with walkovers were no charges has been raised by the FS. Chairman advised he would speak with Alan Webster to find out what was going on. LS advised that if the FS needs support he needs to ask as this situation is causing the other officers/secretaries more work answering emails from clubs who are not being answered by the FS

November 2017

League Business

Abandoned Game - Appledore Thirds v Hartland Clovelly Thirds:- Game abandoned by the Referee at 0-2 in the 60th minute due to adverse weather conditions. Statements read from the Referee and both clubs to the LMC. Appledore request a replay and Hartland Clovelly request score to stand. LMC ordered this game to be replayed.

Barnstaple FC:- Barnstaple FC has requested the LMC look into the possibility of them withdrawing their 1st team from the Premier division. LS read out the statement provided by Barnstaple FC and a discussion took place. LMC advised the LS to contact Barnstaple FC and advise they would not support this, the League offered relegation before the start of the season but this was refused, instead opting to stay in the Premier where the club advised they would be fine.

Correspondence Received

Georgeham & Croyde Changing Facilities: - Emailed received from Braunton FC regarding a health & safety concern at Georgeham & Croyde FC. Their changing rooms have no light which made it impossible change safely and no lock on the door to secure belongings. LS has advised this to Georgeham & Croyde who responded with a statement (read to LMC). LS advised the club as this seems a more long term issue.with the electrics then they need to put some temporary lighting and a lock in place to such time it gets dealt with by the council. LS requested they respond with an action plan with 7 days. LS shows LMC action plan, LMC accept the action plan provided and will monitor the situation. They also thanked the club secretary for a very concise and presentable action plan.

Inter League Tournament:- Email received from Devon FA regarding their week on Football showcase in May 2018, as part of this they are wishing to run a small inter league football tournament on Monday 21st May. LS then advised fully details from the email provided. LMC advised the LS to contact all member clubs to pass this information to their managers to see if any are interested in running this. Also to contact Devon FA regarding the kick off timings for more information.

Secretaries Stepped Down:- Andy Comerford has stepped down for Bideford CAFC with Neil Blackburn stepping in as interim secretary and Scott has stepped down from Woolacombe FC and been replaced by Michael O’Connell. Both clubs have been notified to supply full details to update our records and new secretaries meetings will need to take place. The League wishes both gentlemen all the very best in their future endeavours.

At the beginning of October I sent an email to all referees reminding them it’s their responsibility to confirm when a club contacts regarding a fixture, all I would expect are words like “all noted thanks”. This then let’s the secretaries know that a referee will be turning up. This saves silly phone calls on a Friday night from worried secretaries
I sent out an email to our RDO asking about mentors for our new referees and asking him about any information about low marking referees.
9 referees will be observed over the coming weeks due to low markings so I can assure clubs the system is working.
On Monday I attended a council meeting regarding the new fitness test, it has now been decided to introduce the fitness test to all referees throughout Devon who wish to referee premier football. This was down to the success in the way we as the north pioneered the fitness test we as a League should be proud of ourselves in this big step.
I thanked Tony Butler for his work in helping me watching new and old referees, giving them feedback and advice on how to enhance future performances

Fixtures Secretary Update :- The League Chairman advised the situation with Alan Webster from the conversations he has had with him, firstly he expressed his shock that Alan was not in attendance this evening.
Postponed fixtures - LC advised that after speaking to Alan he had said he had let it slip a little and would get this sorted asap. This had been done without issue as shown by the LS to the LMC on the projector.
Club Charges - LC advised after having a conversation with Alan regarding this he said he has have never done this before. LS confirmed that he is correct he had not done it before and the new system was put in place to allow the officers to charge the clubs who break the rules under their remit. LS advised this system was put together, requested all officers trial and test it with no complaints from anyone, including Alan. LS advised that this system is quicker than emailing and once an officer has sent the charge it's no longer in their hands, it will then be controlled and monitored by the LS. Alan unfortunately has not been charging the clubs as requested by the LS and the LC asked the LMC to  make a decision on what steps to do next.
Therefore the LMC advised the LS to email Alan requesting he bring the charges up to date with 7 days, and to fulfil all duties expected by the league within the remit of his role as Fixtures Secretary. Failure to do this will result in Alan being removed from his role as Fixtures Secretary.
LS Note:-Unfortunately Alan Webster emailed back to resign his position with immediate effect with no reason given.

Club Respect Marks:- Following on from last month's discussion Dave Parish advised the LMC regarding a league that has been doing this with some real success. LMC had a discussion regarding Club Respects and viewed this as something they made look into as future development.

Fixtures Secretary Update :- Alan Webster resigned from his position with immediate effect on the 08/11/17 with no reason given, LS said he was very shocked and saddened by this as Alan had been a great officer of the league for many years and wants it minuted that the league thank him and offer their best wishes for the future.

Northam Lions Reserves Withdraw:- Northam Lions secretary informed the LS that they were withdrawing the Reserves team with immediate effect on 18/11/17, no request for help or assistance has been requested by the club. LMC discussed this in length and agreed a fine of £100 be issued to the club.

LMC agreed to offer this role to Josh Pearce but he will need to get another Manager involved to help with this. LS will advise Josh.

League Cup Semi finals now scheduled, Brayford & Combe Martin Cup is 13/01/17 and Arlington & Bill Smale cups are 20/01/17 these dates seemed to have the least impact on fixtures and are well away from County Cups. Currently 33.2% of fixtures have been played

LRO Business
Up until November 25th the league has received 44 adverse reports due to a mark of 60 or below for a referee. Myself and my team have carried out 5 observations on referees who have received 2 or more low markings, County has told me I need to observe 3 more referees which will be done in December if the weather stays good. Tony Butler and myself have carried out 9 random observations on referees in our league and have offered them feedback on how to enhance future performances. Still no mentors for our new referees despite emailing Devon county on 2 occasions.

Other Business

League Meeting Dates:-
LS advised that there was a possible issue with Friday evenings for meetings at the new venue and proposed we meet on the 1st Thursday of each month as the venue is perfect for what the league needs moving forward. LMC agreed and the LS will reschedule all future meetings

Postponed Games:- Brian Fishleigh raised the point on who is allowed to postpone a game as when he was a Referee, if was only a Referee that could do this. LS advised that a postponements has to meet one of the following areas. 1. Mutually agreed by both clubs. 2. Notified by the Landowner or their person in charge ie Pitch Coordinator. 3. By a qualified match official. Should a team not mutually agree then they must travel and the match official will decide on his arrival or either team asks an official referee to attend early. If the landowner calls the game off the away team are unhappy, the league can request for this in writing to appease the away team.

Referee Pitch Inspections:- LS asked the LRO to contact all Referees to advise if they are requested to do a pitch inspection by a club they MUST inform the fixtures secretary of the league with an inspection report and MUST make sure the Home team is aware they are coming. No pitch inspection should be carried out without the Home team being aware. LS will advise the clubs of this too

MGM/Kappa Respect Award Update:- The Registration Secretary gave an update on the work involved and stated that he had not received any feedback from MJM Sports but presumed it was going smoothly from their end. Tables were published on the League Website and the criteria/rules had been tweaked a couple of times as this was new and a work in progress.

Shamwickshire Rovers:- Club requests the LMC looking to there appeal under the special circumstance clause in rule 15B as they are out of time to protest. This was rejected by the LMC due to lack of evidence provided. Sec note:- After the meeting new evidence emerged and LS contact Devon FA who granted permission to reopen and charge Park United, this will be heard at the next LMC meeting

Landkey Town:- Request from Landkey Town to to be grant temporary permission to use the bottom pitch for any games they cant fit on the top main pitch, they are having an ongoing problem with drainage on their top pitch,.this is in part due to weather but it is more to do with problems being caused by the building works that are taking place above the millenium green.they have created drainage problems on site that have a knock on effect to not only our pitch but to some of the surrounding houses, is our intention for the foreseeable future to move our home fixtures to our old pitch.the only problem would be dugouts as this pitch has none.so we would hope that the league would approve this as there is no pitch sharing available to us within a reasonable distance.This was approved by the LMC for this season with conditions in place.

Hartland Clovelly:- Request from Hartland Clovelly to see if the LMC could organise an inspection of the pitch and facilities at Clovelly to grant them Premier Standard, this will help alleviate the pressure on the Hartland pitch, giving the 1st team an option of a 2nd pitch. Pitch to be inspected by D Todd & F. Saunders

Correspondence Received

Bideford CAFC:- Bideford CAFC requested that it was noted that they are still struggling to keep their premier team going, a separate email was sent from the Spurs manager confirming that NONE of his players are interested in playing premier football. This was not for discussion but to be noted if needed at a later date.

LRO Business
It’s been a quiet month but unfortunately we have lost another referee to dodgy knees. Neil Paddon has decided to take a well earned rest hoping that his knees will recover. League Business

Park Utd:- LMC have been handed 2 letters from Park Utd in response to their charges in relation to the tampering of a team sheet & lying directly to a league officer in relation to their Brayford Cup semi final match against Shamwickshre Rovers. Park Utd has already been removed from the competition after accepting a charge for ineligible player but this is reference to the additional charge. A lengthy discussion took place. LMC finally came to an agreement to fine the club £125 and sanction then with the club not being allowed to enter any league cup competitions next season suspended until the end of the season to assess future conduct. The LMC felt that this club and secretary has been an asset to the league but what there have done is unacceptable, should the club do anything serious in the future no leniency will be looked at.

Landkey Town:- Request from Landkey Town to be relegated no matter what position they finish due to their pitch issues not being as per Premier Standards, should they not be relegated then they will have no alternative but with withdraw from the league at the end of the season. LS advised the LMC he has accepted this email as an intent to possibly withdraw. LMC agreed they will address this at the end of the season.

Hartland Clovelly:- D. Todd & F. Saunder carried out a facilities & pitch inspection at the Clovelly pitch and confirmed it was fine. LS gave Hartland Clovelly temporary approval for it to be used as per the Premier Division standards until it is fully ratified by the LMC. This was ratified by the LMC

Cup Final Venues:- LS has proposed the following Venues to host this seasons cup finals. Brayford Cup - Boca Seniors v Braunton on May 12th at Ilfracombe Town 7.30pm, Combe Martin Cup - Ilfracombe Town 3rds v Appledore Res on May 5th at Combe Martin 6.30pm, Arlington Cup - Braunton 3rds v Torrington Res/Hartland Clovelly Res on April 28th at Bideford 7.30pm, Bill Smale Cup - Bridgerule res/Braunton 4ths v Bideford CAFC Spurs on April 21st at Appledore 6.30pm. This was ratified by the LMC

Referee Funding:- All funding is now in for our 4 Referees we assisted although Devon FA is yet to send the League a bill, Jason has been emailed. This has been an amazing success and is one we NEED to continue with. LS would also like to thank the LRO and Fred Saunders as Referee appointments their outstanding work to date with Referees and the support to the new and struggling referees. Fred advised that without the new Referees he would have struggled to complete a lot of games this season. LS requests we roll this out every year to help bring in more Referees. Cost for 4 Refs £560, money recouped back to the league was £500, costs to the league £40 (£15 per referee) also note this could be an additional £20 per referee for the induction night if not free like this one was. worse case £35 per referee. This was agreed by the LMC

Eastside FC:- Eastside have confirmed they plan to move venues to Tarka Tennis for the 2018/19 season due to the ongoing issues at Landkey. LS has advised Eastside that there will be no issues with this. This was ratified by the LMC

Sponsorship Opportunity:- LS advised he had a meeting with Westerly BMW and Mini Barnstaple regarding an opportunity for them to sponsor the league. LS advised the details to the LMC for them to decide. This meeting was arranged by David Jenkins one of our Referees who also works at Westerly, LS would like it noted of his thanks to him for this. This was ratified by the LMC and the LS will lead on the agreement details discussed.

Meeting Dates:- Reminder for meetings all on a Thursday 01/03, 29/03(April’s meeting), 03/05, 07/06. AGM 28/06, Managers & Referee Seminar 09/08. LS also proposed a preseason meeting on the 02/08 from next season. This was ratified by the LMC

Correspondence Received

Kilkhampton Secretary Change:- Notification from Vinnie that she has stepped down as secretary at Kilkhampton, Diane Thomas has taken over, Diane has a wealth of experience being the Youth team secretary. The league wishes Vinnie all the best for the future.

Braunton FC Promotion:- Braunton FC has emailed the League with an intention to apply for Promotion to the SWPL for the 2018/19 season. The league wishes Braunton FC every success with their application.

Also would like to note a massive thank you to all the great work being done by our Club secretaries with rearranging these games as and when requested.

LRO Business
LS sent an average club mark to all referees. As well as this we introduced a banding system whereas the first 9 referees are band A the second group of 9 referees are band B, this continued down to band E. This enables the referee to give himself a good ideal on how he was progressing throughout the season and also gives himself targets in improving and developing his refereeing.
Unfortunately one referee took a dislike to this system and emailed the county RDO concerning his feelings, believing the LRO was over stepping his position and should not have banded referees.
The response back from Jason Haywood was nothing but positive with the banding of referees. He went on to say that no other League throughout the county gave as much information as we the NDL offered to our referees. This is not a new system, it’s used throughout the country in higher leagues. The RDO was pleased with the way we as a League are helping referees.
During the season there has been 53 adverse reports from clubs involving 27 different referees
Referees with 2 or more adverse reports have been picked up by county and I have been asked by Jason Haywood to carry out an advisory report by myself or another observer to see if they can help with enhancing future performances.
LS advised his concerns to the LMC that one referee has received 4 adverse reports but nothing has been done as yet.

League Business

Lynton & Lynmouth Withdrawal:- Lynton & Lynmouth secretary informed the LS that they were withdrawing their club with immediate effect on 06/02/18 due to lack of player commitment.  LMC discussed this in length and agreed a fine of £100 be issued to the club.

Georgeham & Croyde Res Withdrawal:- Georgeham & Croyde secretary informed the LS that they were withdrawing the Reserve team with immediate effect on 01/03/18. Although they have a large number of players on their list, they still could not get anymore commitment from them. LMC discussed this in length and agreed a fine of £100 be issued to the club.

Step 6 & 7 Football Restructure:- A report was emailed to all LMC member before the meeting for discussion. A discussion took place with Tony Alcock & Tony Cloak going to the next meeting to represent the league and to report back in Aprils meeting.

NDFL Restructure:- LS proposed a restructure to help with the current situation clubs are finding themselves in under adverse weather conditions, this will also open up the leagues to avoid teams struggling in a division they should not be in. After a very lengthy discussion, it was agreed in principle with the concept to be outlined to secretaries of our members clubs to gauge their support for this before moving forward.

Team Sheets:- LS would like to propose we move away from single team sheets and move to triplicate single team sheets. This would mean both teams would bring their sheets to the referee, who would also keep a copy in his records for checking by the league if required. Both teams will have to submit their teams to the league after the game. This would stop any tampering and also have the league moving forward ready for more online usage. Discussion took place regarding options and ideas, Rob bates will check on costings for new team sheets and clubs will be notified to offer any feedback.

Correspondence Received

Park Utd:- email received from club secretary Adam Eley, he would like to thank the LMC for the leniency with this charge. He would also like to reassure the LMC that nothing like this will happen again and has learnt his lesson. He hopes that we can draw a line under this matter and he can start to rebuild the trust and respect that he once had.

Westerly BMW and Mini Barnstaple:- Westerly BMW and Mini Barnstaple email to acknowledge & thank to the league for accepting its proposal and will be in contact again in the coming months to get things in place ready for the official announcement at the AGM in June.

Only 51 games went ahead in February (13 Prem, 19 Senior, 11 inter 1 & 8 inter 2), Saturday 3rd March was a complete wash out with 2 games managing to play on the Sunday.
393 (46%) fixtures remaining of which 49 are Sunday’s and 49 are midweek with 12 Saturdays remaining until the season ends.

Appointments were made on the criteria of availability of referees throughout the season also the average league club marks of the referee. League Business

Haxton Rangers Withdrawal:- Haxton Rangers secretary informed the LS that they were withdrawing their club with immediate effect on 28/03/18 due to lack of player commitment.  LMC discussed this in length and agreed a fine of £100 be issued to the club.

NDFL Restructure:- LS updated the LMC on the vote to support this, only 3 clubs said no, rest was in full support. We have interest from 4 teams but will still be 2 teams short. LS has emailed all clubs for further feedback on Additional Teams or Possible Withdrawals. Will update again at Rules Revision meeting in May. LMC was happy with the update and will finalise this in the May meeting.

Team Sheets:- LS updated the LMC on the new Triplicate team sheets. Feedback from clubs has been good with nothing negative. LS proposes to bring in a new local rule where Referees will be requested to keep there team sheets for 6 weeks minimum. Teams will give the Referee all 3 teamsheets, the Referee will fill in the top after the game and kept the bottom version should it be required by the league if a disagreement happens. Referee will hand back the remaining 2 sheets for the clubs to swap. Top Sheet will be sent via post/email to Rob Bates for processing as normal. TB has requested the opportunity to quote for producing these for the league. LMC was happy with the team sheet & TB to quote

Registrations:- LS has been asked about reopening registrations to allow clubs to sign on players until the end of the season to help fulfil the backlog of games, a discussion took place on how we can help clubs in this unprecedented season. many options and ideas were offered but the focus was to help not hinder and be mindful of clubs strengthening teams. Therefore the LMC approved to reopen registrations until the end of the season for players who have not played in a higher league this season, any team registering a player must check this as that play if found will become ineligible. Transfers will not be accepted, they will remain closed.

Failure to Fulfil:- LS is requesting the LMC look at how we are fining clubs that fail to fulfil fixtures as this is an unprecedented season where the weather has played havoc with fixtures. LS is proposing we offer some sort of  leniency in the extreme cases. Plenty of discussion was had with the focus on helping clubs financially but not making if easy for teams to throw games which could cost other teams the chance of goal difference. Therefore the LMC agreed to apply the rule as normal but to remove the doubling of fines in April & May. Fine will remain as Premier £75, Senior £50 & Intermediate £25 with the normal 3 point deduction.

League Trophies & Medals:- This years Divisional Winner/Runner up trophies, League Cups Winner/Runner up Medals & Referee Medals cost £2,361.06 slightly down by £23.24.

Cup Final Programs:- Unfortunately the LS printer is no longer really up for the task and the LS is asking if the League would be happy if someone else produces the programs, he will get it covered until a suitable time. Obviously this will come at a cost but should be minimal. TB offered to help produce the programs and will quote accordingly. LS thanked TB as he really does not have the time to do this as well. LMC ratified that TB can produce the programs.

Correspondence Received

Chittlehampton Referee Room:- Email received from a Referee advising there is no Referee facilities at Chittlehampton. LS emailed the club to advise this need sorting out ASAP. Chittlehampton was very quick to respond and proactive getting it sorted within 2 weeks. Everything is fine now.

Hartland Pitch:- Email received from a Referee concerning the over hanging trees at Hartland affecting play. LS advised Hartland to look into this and they have made arrangements for the offending branches to be removed and the trees themselves to be taken down in the closed season. Work will be done as soon as its safe to do so. Hartland were very quick to respond and proactive.

Equalizers Referee Room:- Referee reported no working shower in the Referees room at Tarka Tennis.. LS has advised Equalisers to contact the council to get this rectified and report back on a timescale. ND Council have confirmed they are sending someone in to have a look at this  straight away and will come back to use with a date for repair, its all down to water pressure they believe, so pipework may need changing. LS has thanked them for the speedy response and advise Equalizers to inform the Referees for home games, should the Referee not be happy they will need to find an alternative venue. Equalizers were quick to get this sorted with the council.

Putford Pitch:- Putford reported to the league that a tractor has driven over their pitch and completely wrecked it. Putford have been very proactive in getting this sorted and it only affected one game which they played away. This has now been resolved.

Braunton:- Email received from Braunton requesting entry for their u16 team. LS advised although he would not wish to stop anyone gaining entry and Braunton have a great record at fulfilling games, the LMC agreed in the last meeting to look at stopping any club having no more than 3 teams. Dave Loder argues this should not be in place and his club has not caused any issues in the past and will only stop the progression of these lads from Youth to Open Age football. LMC discussed this in length and although they do not wish to prevent anyone playing football they are also mindful of not allowing a club to field a team in every division. Therefore the proposal to only allow 3 teams per club has been reworded to no Club shall be allowed to field a team in every division. This will have to go to the AGM vote and will be ratified at the Rule Revision meeting in May.

Peter Secombe:- Its with regret that the LS informed the LMC that Peter Sercombe has resigned from the LMC due to finding it extremely difficult to fit in the time to continue. LMC would like to thank Peter for long service in the LMC and wish him all the very best for his future endeavours.

Sin Bin:- DP advised that the Sin Bin trial in the D&E League has been very successful and seen a 40% drop in dissent. This will roll out across all league nationally but Leagues can currently opt in for next season. No proposal was raised to do this.

Referee Appointments:- FS advised that all Refereeing appointments are now complete until the end of May, only a last few games to rearrange and then any changes due to Referees becoming unavailable.

League Business

Stratton Withdrawal:- Stratton FC submitted an email requesting to be withdrawn with immediate effect after being unable to fulfil a double header game versus Pilton, withdrawal would cost them possibly the same money in fines and the club is struggling with players and finances, however due to the timing and the league having to get Devon FA to remove the team this was not completed before Stratton emailed again to say they will remain in the league to fulfil its remaining fixtures but will not be entering next season. LS requested the LMC to make a decision as to whether they allow Stratton to continue or withdraw them. Pilton have been provisionally given 6 points but Stratton not charged as yet due to this decision pending. LMC allowed Stratton to finish the season and to be charged for failure to fulfill as per league rules.

Stratton v Appledore:- This fixture was not started due to a series of errors from all parties. LS advised the full details and requested the LMC make a decision on what should happen next with this fixture. LMC ordered this game to be replayed at Stratton.

NDFL Restructure:- LS advised no further update on this until the June meeting before the AGM, this is due to still awaiting on entries coming in.

Team Sheets:- Quotes were provided by Rob Bates & Tony Butler for printing and discussed by the LMC. Further quotes for quantity will be requested but Rob Bates said the prices were great and we should look at going with Tony’s option. Further prices to be discussed at the next meeting

Cup Final Programs:- LS would like to thank Tony Butler for taking over the programs as it has released so pressure from him and added how amazing they look, a vast improvement from the old ones. Rob will look at printing costs to see if we can print cheaper.

3G Pitch Tarka Tennis:- NDC requested the league and its members clubs send in a letter of support for the funding towards this new 3G pitch, this was at short notice. Thanks to RB for supplying the letter and to Torrington FC & Fremington FC for taking the time to do this. The money was approved and they now await for Football Foundation approval for the rest of the funds to complete this pitch.

FA Cup Final Tickets:- The league was allocated 2 x Chelsea and 2 x Man Utd tickets for the FA cup final on the 19th May. The ballot for clubs is open and the draw will be done at the Brayford Cup Final.

AGM Revised Date:- Due to the current AGM date landing on the England v Belgium World Cup game, LS has rescheduled the AGM date to 12th July. This has been confirmed with the school. LMC ratified this decision

Correspondence Received

Devon FA Festival of Football:- After conversations with Josh Pearce and the current state of the league fixtures, LS advised Devon FA that they will not be putting forward a team this season due to the amount of games running either side of their date set. Devon FA replied thanking the league for the email and completely understand the situation.

Minutes of the meeting held May 10th 2018 were approved to be published on the League Website as correct.

League Business

Stratton Withdrawal:- Stratton FC have withdrawn from the league and folded as a club. They gave the league no formal intention to withdraw as required by the rules. LS advises the LMC to retain their deposit with no further fine as the club has folded and would leave more work for the league than it is worth, also Stratton did complete all their fixtures as promised. LMC decided due to the club completing their season & folding it would retain their deposit and issue no further fines

Bideford CAFC Withdrawal:- Bideford CAFC have not entered three teams, entry received with only 2 teams named Bideford CAFC & Bideford CAFC Spurs, this was rejected by the LS and informed to Bideford CAFC as the most junior team has to withdrawn, entry has been changed to Bideford CAFC & Bideford CAFC Res. No fine for withdrawing as notification was given as per league rules. LMC ratified that Bideford CAFC Spurs will be the team withdrawn from the league and the named team Bideford CAFC Reserves retained.

Team Sheets:- Tony butler arranged a quote for the teamsheets in bulk, this was advised to the LMC. LMC requested the LS resend the template to all LMC for double checking before going ahead and ordering the team sheet books in bulk

Cup Final Programs:- Rob Bates advised he could get the programs printed at work for around 2p each which is a great saving for the league. LMC thanks Rob for the quote and ratifies that Rob will liaise with Tony Butler who is designing the programs to get them printed for the cup finals.

Cup Final Venues:- LS is proposing that clubs that wish to host a cup final, should apply each year to the league, LS will select those suitable for a final based on the finalists. Clubs must be Premier standard and have an enclosed ground in order obtain gates fees, open area grounds will not be allowed a final. LMC ratified this but requested the criteria to apply be sent to all LMC members before it being used to see if anyone has an extra thoughts.

Sponsorship deal:- Invoice has been sent to Westerly BMW & Mini for the 2018/19 season sponsorship. Arrangements will be made from them directly to Rob Bates regarding the Website & Social Media. LMC again wants to thank Westerly BMW & Mini for their support.

Secretaries Leaving:- The following secretaries have resigned their position with their clubs. Maggie Birchmore - Barnstaple FC (Replaced by Amy bhurosah), Anita Balsdon - Bradworthy FC (Replaced by Justine Jones), Katie Hookway - Merton FC (Replaced by TBC), Amy Latham - Chittlehampton FC (Replaced by TBC), Esther Rowe - Holsworthy Res FC (Replaced by TBC). The league would like to express it thanks and best wishes to you all on your future endeavours.

Cup Finals:- Cup final receipts were as follows Bill Smale Cup £285 , Arlington Cup £465 , Combe Martin Cup £345 , Brayford Cup £365 totalling £1,460. The League would like to thank all the host clubs for the use of their venues, The team of match officials who did an excellent job at all 4 finals, the final clubs for putting on a great show of football and the supporters who came along for a good night and great football.

Park Utd Entry - Brayford Cup:- As per the sanction imposed on Park Utd for tampering with a team sheet, the LS is pleased to advise the Park Utd have been exemplary in its conduct and league business after and before this situation and therefore proposes the LMC allow them to enter the Brayford Cup in the 2018/19 season. LMC in favour of Park Utd entering the Brayford cup next season.

Fremington FC - Premier Standards:- An email was received from a Referee regarding Fremington FC not applying the Premier standards with no dugouts and not roping off the pitch. LS advised Fremington that although he understands the changing facilities are not great at the moment there is no excuse for not doing the Premier standards. Fremington responded which was read to the LMC and included the plans for the new pitch and facilities at the old Army camp. LMC agreed the standards need to be met and the plans for Fremington sound great.

Facility & Pitch Checks:- LS requested that from the start of next season we organise an inspection of ever club and report back to the LMC meeting, some clubs have not been checked for a number of years and unfortunately Referees are not always reporting issues either. If we as a league don't check then nothing will get done by the clubs either. After a lengthy discussion it was agreed the LMC would start doing inspections of all member clubs pitches and facilities, it was agreed to take a common sense approach and to advise on improvements unless something serious is spotted which will be reported back to the league.

New Clubs/Teams:- 5 new clubs/teams have been interviewed by league officers with a view we support all 5 at the AGM, Lynton, Northam Lions Res, Boca Seniors Res, Kingsley Park & Kingsley Wizards. League Officers conducted 4 interviews and briefed the LMC to support all 4 clubs/teams. Lynton, Northam Lions Res, Boca Seniors Res, Kingsley Park.
Kingsley Wizards unfortunately did not attend the interview and the LS confirmed his shock as they were the club in contact the most, LMC requested the LS look into this.

Boca Seniors Res:- Boca Seniors requested there Reserve team be placed in the senior division as they feel it will be too strong for the Intermediates as it there to support the first team who will be looking to be promoted to the SWPL. LS advised the LMC to discuss if they are happy to support this at the AGM. Brian Fishleigh & Darren Todd were asked to leave the room before the discussion took place and did not vote. A lengthy discussion took place regarding the impact of both starting in the senior or starting in the Intermediate division. LMC voted to support Boca Seniors Res starting in the Senior division as they felt it would be best for the teams in the lower divisions and shows it support for a member club who is wishing to improve and move towards the SWPL. This will be added to the constitution for next season.

NDFL Restructure:- LS advised on the new restructure of 5 divisions of 12 or the standard 4 divisions which will be 15. A lengthy discussion took place with the LS having to do 4 constitutions but as the LMC supported Boca Seniors Res starting in the senior he shown 2 constitutions. Again pro and cons for every club was discussed which including weather, midweek games at the start of the season, player retention, pressure on clubs and the overall help for the clubs struggling to compete in certain divisions. The vote was to go with the new format of 5 divisions of 12 teams, the league still has scope in add to this as it see appropriate. The midweek start of the season games will be removed for this season to see what impact it has on games. The new format will be issued to clubs with their AGM packs. 

Trophies:- All trophies were presented and the LS would like to thank all those you made themselves available to help.

FA Cup Final Tickets:- The tickets were won by Torridgeside (Man Utd) & Braunton (Chelsea)

FA IT Funding:- LS proposed we use this facility to purchase a new laptop, projector and screen for us in LMC meeting, new secretary meetings or any other meeting were IT is needed. LS worries that should he not be available for a meeting the LMC wont get access to the school IT without him being there. This funding with refund most of the money spent on this too. Approved by LMC

League Clothing:- LS proposed that the LMC consider purchasing more Coats, Polo Shirts and Ties to replace the current LMC ones and to give to the new LMC members who have nothing. Approved by LMC with MJM Sports to be contacted regarding the supply of these items, LS advised he would ask if Kappa would supply anything at discounted rates to the league.

Correspondence Received

Kingsley League:- Email received from Tom James requesting to reopen the pivot trophy, One idea they had was to have the winners of the Hutchings Cup play the winners or runners up of Intermediate One but this could be played as a pre-match friendly in late July or early August. LMC thanks the Kingsley League for their emails but find a preseason game not in the leagues interest as we already have the Albert Beer memorial shield and the game could be a NDFL team v another NDFL team. LMC requested the Kingsley League look at again if they wish, the league is open to suggestion but feels while the Kingsley League don't actually have its own teams this is a none starter.

Torridgeside Pitch:- Email received from Torridgeside requesting if the LMC can organise an inspection for their pitch 3 to be given Premier status, this will help with use of this pitch if bad weather happens again..LMC agreed to send out DP & SS to do an inspection and report back at the June meeting. LMC confirm that Dave Parish & Scott Sayer will attend and arrange this directly with Torridgeside.

MJM Sports:- In addition to the fair play awards, MJM/Kappa has proposed doing another for the best Referee each month will receive £100 in Kappa vouchers to spending at MJM Sports. LS advised this is a great opportunity to give something back to the referees who commit their time to officiate in this league. LMC ratified this decision and thanked MJM Sports & Kappa for its continued support.

Referee Course:- Jason Haywood emailed to advise the next referee course will be run through 3 Mondays & Wednesdays in August, starting on the 6th at Braunton FC, Lobb Fields. New Referees will be ready to start their 5 qualifying games from Saturday 25th August. We will advertise our funding assistance again like last year as it was a great success. Ratified by LMC

Moreton Park Pitch Complaint:- Complaint received from Devon FA council member Dave Loder regarding the condition of the pitch used by Bideford CAFC at Moreton Park. Statements we read out to LMC from Dave Loder, Neil Blackburn (Bideford CAFC) & Bideford College (Pitch Owners) All information received from all parties including Bideford College was briefed to the LMC, the LMC thanks Dave Loder for his report and feels that Bideford CAFC & Bideford College have it all in hand although it agrees at certain times of the year some things are going to happen and we have to except this. No further action required.

Fixtures are finally complete, we did lose some to failure to fulfil with 2 being double headers.
FS would like to thank all the Clubs for doing their bit to get through this horrific season and it was great to see in the most part clubs pulling together to get the fixtures played.

LRO Business
52 Referees were used last season in the North Devon League with the Top Referee being Andy Bennett with a excellent score of 83.09
Ten referees finished with excellent scores of 80 and above with the league average being 75.91, Devon FA average is 70
Ashley Harris completed the most league games with 32,
Adverse reports sent in by clubs throughout  the season was 83, all reports were sent to Devon FA RDO as per FA requirement.
Myself and a team of trained observers carried out advisory observations on referees with two or more reports. The League and Devon FA take all these reports seriously and are always acted upon in a professional way.
However next season I will be asking all referees to report any club who in their opinion shows total lack of respect to a match official, these clubs need to be aware that referees are not targets for abuse.
This season we have lost 3 experience referees due to different reasons Chris Allsobrook, Neil Paddon and Mick Kearny.
In August we have a new referees course starting in Braunton, and we are hoping for new blood to help out.
This coming season the Devon FA has followed the North Devon Football League and introduced a fitness test which will be held in Plymouth, Exeter and Braunton for all referees wishing to officiate in the Premier divisions of the Devon Grass Root Leagues.
As you are aware cup final selections were chosen by club marks and referees availability and all 4 cup finals were officiated with great success in all finals. All referees marks will be sent to all referees in the coming week.

League cups valuation & replicas:- Chairman note that the cup final cups are starting to look very worn and battered. He is going to find out about getting them all valued for insurance purposes and look into getting replicas for clubs to take away. LMC agreed this is the way forward as some of these cups are very expensive.

John Fry Memorial Shield and MJM Kappa Respect Award:- Rob Bates confirmed he is just awaiting the final points by Devon FA before confirming the overall winner of the Shield and May winners of the MJM Kappa vouchers.
